The US didn't create or fund ISIS. The US funded the Syrian rebels and some of the rebels, in turn, helped and even joined ISIS because ISIS was expanding into Syria at the time..... after conquering major territories in Iraq that they've since lost. So it made no sense for them to fight both the rebels and the Syrian Government at the same time. The US had no influence on this particular dynamic. Deals were made between ISIS and some of the rebels to not kill each other during this conflict against Assad. As far as we know ISIS's worldwide caliphate is still in effect, so if this situation in Syria turns in favor of the rebels, ISIS would still carry out this declaration and give the Syrian rebels a choice to either fight with them or against them. The rebels would be satisfied with Syria, ISIS, however, is trying to become an imperial army(though much weaker now due to Russia's military offensives against them) with every intent to islamicize the entire globe and implement Sharia Law everywhere. That's what the declaration of a worldwide caliphate is. .
