The point of the video is everyone, including the experts and the Dems themselves (Pelosi inviting everyone to Chinatown, De Blasio keeping NY parks and schools open), thought this would be like another SARS incident, where China bore the brunt of the problem, but it would never reach our shores in great numbers. For all of the past instances, this was the case. It's a 100 year flood.
I didn't vote for Trump and don't go along with everything he's done, but given the circumstances, I'm amazed at how they've been able to so quickly ramp up, especially w.r.t. the FDA. That agency and the CDC were ill-equipped (pun intended) to operate (pun intended) in a fast moving environment to get the tests disseminated. Sure, they could have used existing tests, but those produced many false positives (Spain found out the hard way -- some Chinese tests only 30% accurate). Had they done that the hospitals would have been overwhelmed much sooner. In my mind the fact that the administration was able to push the agency so aggressively and marshal the private sector to produce masks and ventilators is truly astounding. Having invested in drug stocks and medical equipment for many years, the simplest of drugs and devices takes the FDA years to approve.

Back to making excuses. This one goes like this if fauci said x how can we hold Trump responsible.
Just stop it.
Making excuses is what losers do to try to get off the hook for failing.
And make no mistake...this is epic failure
